The Highways Manager introduced the report;

 

RESOLVED -

 

1.         That the Sub-Committee;

 

a)         notes the petition from residents and business owners objecting to any option for measures that would reduce parking options at this location;

b)         having noted there are extenuating circumstances for this location due to of the specifics of the road layout and incidental vehicle/pedestrian collisions occurring, decide to set aside the wider and general Barnet approach to traffic management measures;

 

2.         That subject to 1 above agree to recommend dropped kerbs and kerb build-out as set out in this report.

 

3.         Subject to the above, instruct the Director for Strategic Growth and Environment to advise the public of the proposed measures with a view to implement.

The Sub-Committee received the below item which had been referred to the Sub-Committee by the Chairman of the Chipping Barnet Residents Forum.

 

Issue 3  (Chipping Barnet Residents Forum of 15 January 2014)

Response

Last year the forum was asked to investigate moving the zebra crossing on Friern Barnet Road by the end of Beaconsfield Road to the OTHER side of Beaconsfield Road. Forum was advised that this was being investigated by officers. However, no report has come back regarding the moving of the crossing and I would like to ask what was the result of the officer’s investigations and when, if ever, will the crossing be moved.

An independent Road Safety Audit (RSA) has been undertaken on the zebra crossing on Friern Barnet Road at the junction with Beaconsfield Avenue. The RSA identified a number of measures that could further highlight the presence of the crossing that we will be looking to progress that include including tactile paving, carriageway resurfacing, refresh road markings, backing boards on belisha beacon and ‘Zebra crossing ahead’ advanced warning sign on Beaconsfield Road.

At this time we are not considering the relocation of the crossing as it serves as a valuable crossing point for pedestrians which may not be the case if a suitable alternative location cannot be identified.

 

Following discussion and consideration of this item, the Sub-Committee:

 

RESOLVED - That officers investigate

 

1.         The feasibility of moving the crossing.

2.         How much would it cost to move the crossing?

3.         If the crossing was not already at its current location, where would it best placed?

4.         That officers report back to a future meeting of the Sub-Committee with their findings.
