The Highways Manager introduced the report;

 

RESOLVED -

1.         That the Chipping Barnet Area Environment Sub-Committee note the

outcome of the investigations to date.

 

2.         That the Chipping Barnet Area Environment Sub-Committee instructs the

Director for Place;

 

i)          To investigate all the measures outlined in paragraph 9.8 of the report

and progress to detailed design stage including detailing the cost of anticipated proposals on Wellhouse Lane, Wood Street and Queens Road with the scheme being jointly funded from available s106 budget, the applicable financial year’s LIP’s Traffic Management and Road Safety allocation and a Transport for London (Buses) contribution;

 

ii)         That officers consult with the local schools and with the Barnet Society before progressing with any further works and that a break down of costs are reported back to the Sub-Committee;

 

iii)         If necessary, to highlight to a future Committee meeting, any viability concerns taking into account technical constraints such as drainage and layout restrictions, road safety audit outcomes, buried utility services,

 

iv)        If 1.2 iii) above is not required, to seek formal approval from the Cabinet Member for Environment to proceed to a public consultation with a view to implement part or all of the design elements.

The Sub-Committee received the below item which had been referred to the Sub-Committee by the Chairman of the Chipping Barnet Residents Forum.

 

 

Issue 3  (Chipping Barnet Residents Forum of 25 June  2013)

 

Walksafe N10

A petition from the Walk Safe N10 campaign which is campaigning for a 20 mph zone to be adopted around local primary schools in N10. 

 

The Chipping Barnet Residents Forum considered a representation from Ms Sarah Perman who had collected over 670 signatures in support of the petition

The petition requests that Barnet Council works with Haringey Council to introduce a 20 mile per hour speed limit on the streets around Coldfall primary school and Coppetts Wood primary school, and to create more pedestrian crossings on Colney Hatch Lane.

We want our local streets to be safer for all pedestrians, especially our children when they are walking to and from school.

Ms Reema Patel who had collected over 100 signatures on behalf of Hallwick Primary School also made representation on the issue of 20mph.

 

Following discussion and consideration of this item, the Sub-Committee:

 

RESOLVED -

 

1.         That a report be brought to a future appropriate meeting of the Sub-Committee detailing the following;

·         How these concerns relate to policy considerations and priorities when considering the borough as a whole.

·         Whether there are other potential options to address the safety concerns.

·         Potential possible options to address the concerns with detailed costings.

·         Identifying how it is proposed to fund any potential scheme.

·         Whether it would be possible to fund part or all of the proposed works using the School Travel Plan process and TfL funding

·         Viability of any additional crossing points on Colney Hatch Lane and the most appropriate measure should this be considered necessary.

           

2.         That the petitioners, Walksafe campaigners and schools are consulted, informed and kept up to date by Officers on the progress of this issue.
