Members Item - Councillor Alison Cornelius: Junction of Totteridge Lane and Barnet Lane pdf icon PDF 92 KB

Minutes:

The Sub-Committee heard representations from Councillor Alison Cornelius regarding concerns about the speed of cars travel and the increase of accidents on Totteridge Lane. There has been a steady stream of accidents - particularly with cars travelling from west to east - cars being upturned onto their roofs or going off the road into peoples' fences or gates and demolishing them.  On numerous occasions the island in the middle of the road at the crossing by the War Memorial has either been totally or partially demolished, as it was at the most recent accident. The road surface is particularly bad around the whole double bend and needs resurfacing, the road markings are nearly extinct and the majority of the cats eyes are missing. It is also considered that the 30mph sign painted on the road surface (just before the bend in both directions), is not positioned sensibly as it is too close to the bends and is believed to encourage people to take the bend at that speed. Councillor Cornelius put forward the following proposals for the War Memorial Site;

 

1.         Slow signs to be put on the lamp post.

2.         Chevron marking on the road surface plus 20mph roundels and slow markings on the road surface.

3.         Cat’s eyes to be replaced.

4.         Plinth of pedestrian crossing:

·         consider having this lowered.

·         highlight the edge with fluorescent paint

·         have ribbed line either side.

5.         Ribbed edge of the carriageway to be renewed;

·         double white lines should be in the centre of the road and not the hatching.

6.         Totteridge Manor Association signpost to be moved to a visible road side location in advance of the junction – try this before the introduction of a ‘No Right Turn Sign.’

The Totteridge Manor Association will continue with the small posts along the edge of the War Memorial Green to help demark the edge.

7.         To consider resurfacing the road including the use of ‘hardgrip material.’

8.         The lamp post with the current signage on the War Memorial Green, consider adding an illuminated slow bend sign.

9.         Double white lines to be extended from the bends to Burnham’s close and 30mph marking on the road surface to be renewed. 30mph to be added as appropriate.

 

The Highways manager informed the sub-Committee that a study would need to be carried out by a traffic engineer in order to gain a better understanding of how drivers are approaching the bend. The proposals highlighted will be looked at, as will any other reasonable alternatives.

 

The sub-Committee were further advised that this is one of the TfL corridor routes and as such it may be that some of the TfL corridor funding may be available to support a scheme at this location.

 

RESOLVED –

1.         That taking into account the proposals put forward by Councillor Alison Cornelius, officers be instructed to carry out a feasibility study and cost analysis with regard to improving road safety in Totteridge Lane at the War Memorial Site.

1.         Hillside, Hollyfield & St John's Avenues and Queens Parade Close

The Chairman raised the issue to seek the sub-Committee views if further instruction was required. The sub-Committee discussed the traffic issue surrounding Hillside, Hollyfield & St John's Avenues and Queens Parade Close. The Highways Officer informed the sub-Committee that a meeting had been arranged for the 30th January with residents and to which Ward members have also been invited. This meeting would be to discuss a number of potential options and seek an agreed way forward.

RESOLVED – that no action be taken pending the outcome of the resident's meeting with Ward Councillors at the end of January,  after which the matter will be reported back to the next meeting of the sub-Committee.

 

2.         Traffic intersection outside Foulds School (Byng Road)

councillor David Longstaff who raised this issue at the last the meeting of sub-Committee informed the sub-Committee that this issue hand not significantly progressed from the as officers had turned up at the wrong location. The Highways manager informed the sub-Committee that officers would be visiting the location with a report brought back to the next meeting of the sub-Committee.
