Councillor Eva Greenspan declared a Non Pecuniary interest asher opinion on the application had already been made known in writing to the sub-Committee, therefore it could be prejudicial for her to participate in consideration of this item. Councillor Greenspan absented herself from the meeting and did not take part in the consideration and voting process.

Councillor Maureen Braun declared a Non Pecuniary interest as the objector was known to her. It was noted that the objector was not currently in the room but that Councillor Braun would absent herself from the meeting should the objector attend and speak. This did not eventuate, and Councillor Braun took part in the consideration and voting process.

The sub-Committee having heard from Mr Held and Mr Levey who spoke in objection to the application and a response from the applicant’s representative:

 

RESOLVED TO REFUSE the application for the following reason(s)

 

The proposed development by reason of additional traffic, vehicle movement and increased demand on the public highway would be detrimental to the free flow of traffic, highway and pedestrian safety contrary to policy DM17 of the Adopted Barnet Development Management Policies DPD (2012).

 

Add the following informative:

 

“In accordance with paragraphs 186 and 187 of the NPPF, the Council takes a positive and proactive approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council’s website. A pre-application advice service is also offered.

 

The proposals do not comply with the relevant policies and guidance as set out in the reasons for refusal.

 

If the applicant wishes to submit a further application, the Council is willing to assist in identifying possible solutions through the pre-application advice service”.
