Personal but non-prejudicial interest as Councillor Hart’s grandsons attend the school. Councillor Hart remained in the room and took part in the discussion and decision making.

Personal but non-prejudicial interest as Councillor Rams is a member of Woodside Park Synagogue, and proposed updated admission criteria would prioritise children attending that synagogue. Councillor Rams remained in the room and took part in the discussion and decision making.

Cabinet noted and agreed the Capital programme 2013/14-2017/18 (Appendix 5(ii) and the amendment to Appendix 4 in respect of Adult Social Services transport, as set out in the published addenda to the report.

 

Cabinet members confirmed that they had each considered fully in arriving at the budget proposals the Equalities Impact Assessments in respect of budget proposals as set out in Appendix 8 of the report.

RESOLVED:

to recommend to Council on 5th March 2013 the approval of the business planning documents set out in the report and the recommendations set out at Paragraphs 1.2 to 1.21.

RESOLVED

 

  1. That Cabinet approve the delegation of authority to the Cabinet Member for Public Health in consultation with the Leader of the Council to sign off by no later than the 1st of April 2013, the Inter-Authority Agreement for the shared Public Health service between the London Boroughs of Barnet and Harrow in line with the principles set out in Appendix One to the report;

 

  1. That Cabinet approve the delegation for the formal signing off of the NHS Transfer Orders for Public Health functions to the Cabinet Member for Public Health and for the signing off of NHS Handover Certificates to the Director for People.

 

  1. That Cabinet approve the plans for entering into contracts for the provision of Public Health functions as set out in Appendix Two to the report.

 

  1. That Cabinet approve the initial ‘Public Health Commissioning Intentions’ document set out in Appendix Three  to the report

 

  1. That Cabinet note the progress on developing the Memorandum of Understanding between the London Borough of Barnet and Barnet Clinical Commissioning Group and delegate responsibility to sign off the Memorandum of Understanding to the Cabinet Member for Public Health.

RESOLVED

 

That Cabinet approve the proposals published by the trustees of Morasha Jewish Primary School to establish the school as a new voluntary aided primary school from 1 April 2013, subject to the school concluding consultation on updated admissions criteria for academic year 2014/15 by 1 April 2013.

Commissioning a New School at Mill Hill East: Agreeing Preferred Proposer pdf icon PDF 129 KB

That Cabinet agree to put forward E-ACT as the preferred proposer for the new primary school within the Mill Hill East regeneration area when submitting all proposals received to the Department for Education.

RESOLVED

 

1. That Cabinet approve the Barnet Community Infrastructure Levy Charging Schedule (Appendix A) for reference to the next meeting of the Council on 16 April 2013 for formal adoption on 1 May 2013.

 

2. That Cabinet approve the draft Regulation 123 list for publication, and permit future changes to the list to be delegated to the Director for Place.

RESOLVED

 

1. That Cabinet note the range of activity and intervention in relation to Fuel Poverty in Barnet as set out in the report below.

 

2. That, having given consideration to the range of activity undertaken by Barnet and other agencies, Cabinet agree that this is appropriate, subject to the Director for Place reviewing the ‘Big London Energy Switch’ programme to confirm that Barnet is not adversely affected by not being part of the scheme.
